POSITION:  CHIEF HUMAN RESOURCES OFFICER

 

LOCATION:  CENTRAL OFFICE, 236 DAYS 

 

DUTIES & RESPONSIBILITIES: 

  • Provides effective leadership, direction, coordination, and evaluation of all functions in the human resources area
  • Conducts personnel investigations in the execution of assuring ethics, legal, and local policy adherence by all system employees with certified, local, state, and regulatory mandates for conduct
  • Oversees a recruitment and selection process for all employees
  • Oversees annual intent, contract, and renewal process for all employees
  • Oversees completion and reporting of Certified Personnel Inventory according to protocols set by the State Department of Education
  • Administers employment contracts and facilitates the contract renewal and non-renewal process
  • Manages the employment processes including but not limited to employee transfers/reassignments, certification processes, and orientations
  • Provides ongoing information and training to assist administrators and system leaders
  • Plans, evaluates, and administers equal opportunity provisions and work cooperatively with others to ensure compliance with federal and state laws and regulations
  • Supervises updates for Worker’s Compensation and Labor notifications as mandated by federal and state regulations for panel physicians, employee safety, etc. and distributes to all school system facilities
  • Develops and implements procedures for administering salary and other forms of compensation that effectively implement policies adopted by the Board
  • Develops and implements procedures to ensure that employees are informed of personnel policies, procedures, and programs that affect them
  • Develops and maintains processes for ensuring diversity and equity in recruiting, retention, and all employment practices
  • Works with others to compile and report projections of staff
  • Implements the policies established by federal and state laws, Georgia State Board of Education, and the local Board of Education policy in the areas assigned
  • Coordinates the recommendation of policy revisions and legal alignment of policies for Superintendent review, Board approval
  • Works to ensure compliance with Title VI, VII and Title IX Coordinator in all areas of employment practices under federal and state law
  • Oversees and ensures compliance with FLSA, ADA, ADEA, FMLA, USEERA, and EEOC
  • Supervises personnel records management and oversee required state records management program (May serve as designated records management officer)
  • Recruits, trains, and supervises department staff and make sound recommendations to the Superintendent
  • Coordinates personnel allotment processes with Superintendent and designees
  • Develops and maintains personnel disaster recovery plans for school system
  • Serves as school district OCR Coordinator to include Title IX, 504 and civil grievances
  • Completes and responds to Department of Labor claims and appeals on behalf of the school system

 

EDUCATION, CERTIFICATION OR EXPERIENCE/TRAINING:

  • Minimum of Bachelor's degree in HR Management or like field required; 
  • Masters' Degree and SPHR/PHR preferred;
  • Previous experience in Human Resources management required; 
  • Minimum 5 years administrative experience (private sector applicable);
  • Demonstrated competency in areas of recruitment, pre-employment screening, educational planning, employee relations, conducting investigations, and due process hearing is preferred;
  • Excellent interpersonal, written, and oral communication and organizational skills.
